Reported by People’s Daily Online on July, 17. According to the announcement made by the Information Office of Wuhan Municipal People’s Government on Changjiang New Town Press Conference held this morning, the famous Changjiang New Town will be located at the northeast part of Wuhan, and the Chenjiaji-Wuhu section will be constructed as the primary area. Changjiang New Town will be developed into an exhibition area basing on advanced concepts and world foresight, representing the biggest urban development achievement and acting as a global model for future cities. After the project is completed, a new Wuhan with “four towns” will be developed.

The primary area of Changjiang New Town is located at the Chenjiaji-Wuhu section, covering an area of about 30km². The primary area will connect the Bengzhan River in the east, reach the north of the Yangtze River in the south, stretch to the Sheshui River and Fuhe River in the west, reach Zhanggongdi Road in the southwest, and stretch to Jiangbei Railway in the north. The mid-term development area will cover 100km², and the area of the remote reaching area will be 500km².

The overall target and orientation of the Changjiang New Town is to build a world-class town of international standards and with unique Chinese characteristics. It will become a model city putting into practice the most creative development ideas. It will also be a famous innovation-oriented town, an ecological town, a modern smart town, an international friendship town, and a wealth-creating town. Changjiang New Town will reserve the development space for Wuhan for the future 30-50 years. After this town is completed, the current layout of Wuhan will be changed and the fourth town will be developed.

What are those five functions of Changjiang New Town?
Famous innovation-oriented town

The development of Changjiang New Town will be driven by innovations promoted by talents. Rather than developing a cluster district of real estate and traditional industries, the attention will be paid to develop a modern industrial system featured by integrated development of the high-end manufacturing industry and producer services for this new town.

In order to develop the international talents free port, the project of “Overseas Technology Innovation Talents’ Pioneering and Developing in Wuhan” will be implemented, the “Wuhan Science City” will be constructed, a large number of strategic scientists and industrial scientists who are Nobel prize winners and academicians will be introduced, and numerous strategic sci-tech talents and industrial leading personnel will be attracted.

Ecological city

High attention will be paid to the city-industry integration and intensive development in order to develop Changjiang New Town into an ecological and livable town where people and nature live in harmony.

Three forest regions will be constructed within the primary area with emphasis, including the third-ring-road forest region, Zhanggongdi forest region and railway forest region. What’s more, two ecological wetlands located at Yangtze River Beach and Fuhe River Beach will be constructed. Urban parks and pocket parks will be built to expand the green area to surrounding areas 500m away from every family.

Modern smart town

The public information resource openness platform, social and public credit information sharing platform, internet and government service platform, information-based people-benefit project and other projects will be implemented to develop the modern smart town.

International friendship town

Institutions such as international organizations, transnational corporations, world-class universities and scientific research institutions will be introduced vigorously, the international scientific and technological innovation park will be constructed and the international community will be built to promote the concentration of international high-end medical, educational, cultural and sports resources, strengthen the international service level and promote the global influence of this new town.

Wealth-creating town

The development of the new-type private economy will be emphasized by this new town to achieve people-oriented development pattern. It aims to develop the new town into a famous paradise for innovation, entrepreneurship and wealth creation by providing a beneficial innovation and entrepreneurship environment featured with the least approvals, the shortest approval duration and the best government service.

Significance
Wuhan will have four towns rather than three

The planning and construction of the high-level Changjiang New Town will provide the development space for Wuhan in next 30-50 years.

Constructing the high-level Changjiang New Town is important to implement national strategies, inherit the Yangtze civilization, shoulder the mission of Wuhan and develop a new engine for the development of the national central city, thus helping to comprehensively speed up the systematization, standardization and procedure construction of Great Wuhan and promote the international popularity, reputation and competitiveness of this city.

Wuhan is named after rivers and its prosperity depends on rivers, too. Wuhan is located at the intersection of Yangtze River and Han River and its layout is featured with three towns (Wuchang, Hankou and Hanyang).
