Wuhan plans to release New 30 Articles to accelerate the development of cultural industry. Yesterday, during the fourth meeting of Municipal Cultural and Technological Integration Leadership Team, Several Policies of Wuhan Cities on Accelerating the Development of Cultural Industry (Exposure Draft) was preliminarily released, and Mayor Wan Yong attended the meeting and delivered a speech.

Hu Lishan, a Member of the Standing Committee and the secretary of Party Working Committee of East Lake High-tech Development Zone, explained the exposure draft. Li Shuyong, a Member of the Standing Committee and the Director of Propaganda Department of Municipal Party Committee, summarized and deployed the cultural and technological integration work in the whole city. Deputy Mayor Liu Yingzi read out the Notice on Adjusting the Members of the Municipal Cultural and Technological Integration Leadership Team and Assessing and Identifying Demonstration Parks and Enterprises of Cultural and Technological Integration.

　　Wan Yong said that Wuhan requires software and hardware combination for achieving trillions of multiplication, requires cultural and technological integration for building a national center city, requires support from cultural and technological integration for achieving city upgrade, requires a high-end platform of cultural and technological integration for building an international city and bringing international influence.

　　According to the first article in New 30 Articles, the municipal financial department will release at least CNY 200 million of cultural industry development fund every year, which will be mainly used for supporting core technological breakthrough of the cultural industry, innovation ability enhancement, cultural and financial combination, integration of traditional media and emerging media, and Internet + cultural industry.

　　The fund will be used for supporting cultural enterprises, universities, scientific research institutions, and other organizations to build cultural and technological innovation strategic alliances. One-time awards of CNY 1,000,000 and CNY 500,000 will be granted to the leading organizations that build national and provincial cultural and technological innovation alliances. One-time awards of CNY 200,000 and CNY 500,000 will be granted to the identified provincial and national cultural industry demonstration bases. One-time awards of CNY 500,000 and CNY 800,000 will be granted to the identified provincial and national cultural industry demonstration parks.

　　The fund will be used for building Wuhan Standard system of cultural innovation. One-time awards of CNY 500,000, CNY 300,000, CNY 100,000, and CNY 50,000 will be granted to cultural enterprises that preside over international, national, industrial, and local standard formulation (amendment). One-time awards of CNY 100,000 and CNY 50,000 will be granted to cultural enterprises that win the titles of Hubei Famous Brand and Wuhan Famous Brand.

　　The fund will be also used for supporting university graduates to carry out cultural and technological innovation and startup. Within a transition period of three years, full funding for social insurance premiums and taxes will be provided to pioneering enterprises operated by university graduates.
