According to the report (Reporter Wang Yaxin), great cities worldwide have their distinctive belts. The report of the 13th Wuhan Municipal Party Congress first proposed planning and optimizing Wuhan's main axes along the Yangtze River and building a cultural landscape belt on this international city's central axis. The proposal has received wide attention. Starting on this day, public opinions will be solicited for the design of Wuhan's "Yangtze River main axes".

To build a cultural landscape belt on Wuhan's central axis that reflects the Yangtze culture, ecological characteristics, development achievements, and city civilization, Wuhan's people will form a transportation axis, an economic axis, a cultural axis, an ecological axis, and a landscape axis ("five axes" for short), by following the new development outlook featuring "innovation, harmony, green, open and sharing", and by staying committed to putting people first, integrating urban functions, highlighting ecological landscapes, and carrying forward cultural essence.
The basic implications of the "five axes" are as follows: the transportation axis reflects integrated and accessible transportation means; the economic axis focuses on global high-end industries; the cultural axis reflects the cultural continuity and the trend of the times; the ecological axis highlights an eco-friendly, livable environment; the landscape axis embodies the image of Wuhan as an international city.

The parts of the city that fall within the Yangtze River main axes area cover a total area of 73.06 km2, with Yanjiang Road - Qingchuan Bridge - Binjiang Road in the west, Linjiang Road in the east, Baishazhou along the downstream Yantze River in the south, and Tianxingzhou along the upstream Yangtze River in the north. The main axes area involves a 25.3 km long Yangtze River segment. Of the 73.06 km², 27.61km² is land area and 45.45 km2 is water area.

The area between Wuhan First Yangtze Bridge and Wuhan Second Yangtze Bridge is at the core of the main axes area; the area between Yingwuzhou Yangtze Bridge and Tianxingzhou Yangtze Bridge is the key part of the main axes area. For the long-term development, Wuhan's people plan to expand the main axes area to the boundary of Wuhan along the upstream and downstream Yangtze River. New districts, subways, small towns, port areas, industries, and ecosystems will be defined within the expanded area.

According to the plan, the Yangtze River main axes will be designed based on the design of Paris' city axes, areas along both sides of the Thames River in London, areas along the Hudson River in New York, the Victoria Harbor in Hongkong, and areas along both sides of the Huangpu River in Shanghai. With regard to transportation, the main axes area will reflect the proper alignment between the highly efficient transportation system and the agreeable non-motorized traffic. With regard to functions, a wide variety of urban functions will be integrated with the core industries in the main axes area. With regard to culture, the well-known cultural sites will be combined with abundant cultural activities in the main axes area. With regard to ecology, both natural resources and water environment will be protected. With regard to landscapes, the most representative images of the city and the agreeable leisure activities will be interplayed.

Based on the construction requirements "laying the foundations in the first year; completing the construction of the model house in the second year; completing the finishing and decoration of the model house in the third year; completing the construction of the structures of houses in the fifth year; and generally completing the construction of all houses in the tenth year", this year the design of the Yangtze River main axes will finish and the construction plan for the major infrastructure projects will be devised. In the next two years, construction of the demonstration segments of the roads along the Yangtze River will be completed. Moreover, construction of the city balcony and the Yangtze River greenway that surround the demonstration segments will also be completed. Wuhan's people strive to generally form the landscapes within the main axes area before the 7th Military World Games in 2019. In five years, the "Yangtze River Main axes" project will be generally completed. By then, the five axes will take shape, the infrastructure in the main axes area will greatly improve, and the main axes will drive forward the economic growth in a great way. In ten years, construction in the parts of the city that fall within the "Yangtze River Main axes" area will be completed. Furthermore, the main axes area will include the expanded area, where a cultural landscape belt on the central axis of Wuhan will be built.
