Wuhan Dongchuang Research & Development Design Creativity Park is located in the Oil Crops Research Institute of Chinese Academy of Agricultural Sciences. It is established based on the cooperation of Wuhan East Lake High-tech Innovation Center and the Oil Crops Research Institute, the investment support from the government, and the utilization of idle resources of the research institute. The park covers scientific research and development field and creative design field, and integrates the functions of business incubation and industrial development. This park is the first project in the plan of building the Central City of Design and planning gathering area of the design industry in Wuchang District. It is the first attempt of Wuchang District to introduce professional management and operation organizations to build a professional scientific and technological incubator. It is also the first attempt of Wuchang District to build high-tech industrial parks relying on local colleges, institute resources and multi-cooperation.

　　The first-phase project is the research and development design creativity building with floor area of 6,000 square meters, and it took less than half a year from planning the project to completing base transformation in early July. Subsequently, within less than two months, 19 scientific research and development enterprises and creative design enterprises entered the park, and the occupancy rate exceeded 85%. According to the plan of the second-phase project, an innovation street of 2km long themed with “Research & Development and Design Creativity” will be built between Hongxiang Road in Oil Crops Research Institute and the south gate of Hubei University. This project will build a brand-new golden street for the talents specialized in research and development and design creativity in Central China to carry out high-end and gathering-type entrepreneurship development.

　　In December 2010, the Ministry of Science and Technology officially released a document (GKFH [2010]725) to identify Wuhan Dongchuang Research & Development and Design Creativity as a national high-tech business incubator. It is the second national incubator in Wuchang District following Wuchang High-tech Innovation Center. The park will take the opportunity of building a national high-tech business incubator. For hardware construction, it will deepen the cooperation with governments and institutes to expand development space. For software construction, it will cooperate with the science and technology bureau of Wuchang District to build a multi-dimensional incubation network and create a stronger and larger creativity space. The park will become an important part of the Central City of Design and a pretty card of Wuchang District.
