In 2015, Wuhan had 497 enterprises in the design industry, with more than 72.8 thousand employees and an operating income of 90.97 billion Yuan. There were 6 comprehensive engineering design enterprises with first grade accreditation, 24 first grade engineering survey enterprises, 88 first grade engineering design enterprises, more than 11.02 million registered practicing employees, as well as 11 leading academicians and 33 masters in the design industry.

(1)      Institutional and Mechanism Reform

Enhance engineering design unit’s property right system and operating model reform, increase enterprise’s core competitiveness, and form an industrial organizational structural system in which large-scaled engineering design units are leaders and small- and medium-sized engineering design units are the basis.

(2)      Creatively Enhance Enterprise Management

Guide engineering design unit to change understanding, improve the level of modern and integrated enterprise operation and management, and vigorously carry out innovation in areas such as strategic management, project management, brand management, knowledge management, and cultural management.

(3)      Improve Enterprises’ International Service Capability

Increase international exchange and cooperation, learn more about international regulations, promote engineering design standard internationalization, and encourage international engineering enterprises and design enterprises with prominent brand advantages to explore international business, so as to achieve coordinated development in both the international and the domestic markets.

(4)      New Energy-conserving and Eco-friendly Engineering Design Concept

Formulate energy strategy is also an important task in the current stage for China given that energy has already become an essential constraining factor on economic and social development.

(5)      Create Highly Reputable Regional Industrial Brands

Pay attention to and build industrial brands through selecting appropriate publicity channels so as to enhance brand popularity during industrial development.

(6)      Establish Regional Industrial Park or Industrial Base

Provide preferential privileges to engineering design enterprises settled in the industrial park regarding the use of office space, talent introduction, fee remission and property management.

(7)      Increase Talent Cultivation and Incentives

Establish a multi-dimensional talent cultivation system, for instance, by creating various evaluation events such as Engineering Design Outstanding Contribution of the Year Award, and by encouraging enterprise to name design studio after excellent designer.

(8)      Build “Service-oriented” Government

Improve the service quality and efficiency of government departments by creating “green passageways”, through which licensing procedures would be streamlined by specialized services in industries such as industry and commerce, taxation, social security, and qualification.
