[9.1.5]Information Regarding Protection and Utilization of Industrial Heritages in Wuhan

  Wuhan is one of the cradles of Chinese industry in modern time, one of the old industrial bases in inland areas, and an important accumulation area of China's manufacturing in modern time, endowed with industrial heritage resources of abundant varieties and quantities. Wuhan Municipal committee of the CPC and Wuhan Municipal Government highly value protection and utilization of industrial heritage, and take "inherit history and culture, hold on city root, preserve city memory" as one of the strategic focuses of building national central city and reviving the greater Wuhan.

  Internationally, protection and utilization of industrial heritage have been studied long time ago, of which the United Kingdom and Deutschland having rich practical experiences; domestically, general survey of industrial heritage, and study of projects related to protection and utilization of industrial heritage have been conducted in succession in Beijing, Shanghai, Guangzhou, Nanjing, Hangzhou and many other cities, with good implementing effect.

  In this context, we organized compilation of Planning of Wuhan Municipality on Protection and Utilization of Industrial Heritage in 2011, the first special planning of Wuhan on industrial heritage, which is significantly important to implement the spirit of the 18th CPC Congress, boost socialism cultural development and prosperity, inherit historical context of Wuhan, highlight its urban characteristics, drive construction of national central city, and revive the greater Wuhan.

  I. Venation of Industrial Development of Wuhan in Modern Time

  The industrial development of Wuhan in modern time has experienced six development stages, i.e. emergence and initial development stage of modern industry (1861-1911), booming stage of modern industry (1911-1937), stagnation period of modern industry (1938-1949), recovery of national economy in early post-liberation period and overall construction period of socialism industry (1950-1965), zigzag period of modern industry (1966-1976), reform & opening-up and new era of rapid development(1977-2000), which made a solid basis for modern industry of complete types and categories, and left behind numerous industrial heritages of tremendous values, on which three stages having major impact:

  Emergence and initial development stage of modern industry: After Hankou was built as trading port, foreign traders founded a large amount of food processing industries of tea production, egg powder processing etc. Since Zhang Zhidong's taking the office as the governor of Hubei Province, Wuhan has become an important industry base in Westernization Movement in later Qing Dynasty, Hanyang Ironworks, Hubei Arsenal etc were founded in succession, complete modern industrial system was established, its military industry was ranked No.1 in China, textile industry and national capitalism industry were ranked No. 2, only second to Shanghai.

  Recovery of national economy in early post-liberation period and overall construction period of socialism industry: As a national key comprehensive industry base focusing on heavy industry, a lot of "Wuhan prefixed" key projects, such as Wuhan Iron and Steel ( Group ) Corporation (WISCO), Wuhan Heavy Duty Machine Tool Co., Ltd (WHHDMT), Wuhan Boiler Co., Ltd (WBCL) etc, have been built in Wuhan, and an industrial system comprising of three pillar industries of metallurgy, machinery manufacturing and textile has been basically established.

  Reform & opening-up and new era of rapid development: After national campaign of reform and opening-up, Wuhan has gradually constructed with an industrial system supported by pillar industries such as steels, cars, machinery, high-tech etc, and relying on advantageous industries like textile, chemical, food, electronics and the like.

  II. Current Situation of Historical Industrial Enterprises (Industrial Relics)

  Of 371 historical industrial enterprises, 95 industrial enterprises are currently with physical relics, including 24, 20, 17, 15, 9, 5 and 5 enterprises in Qiaokou District, Jiang'an District, Qingshan District, Hanyang District, Wuchang District, Jianghan District and Hongshan District, respectively.

  In view of the founding time of said 95 industrial relics, most of which were remained during the 1st and 2nd Five-year Plans in initial post-liberation period, accounting for 63% total industrial relics.

  In view of the existence of historical industrial enterprises, most industrial relics before liberation were destructed seriously, only 27 of 132 historical industrial enterprises were left, 80% historical industrial enterprises before liberation were extinct; only 67 of 239 historical industrial enterprises were left after liberation, 72% of them were destroyed.

  In general, Wuhan has abundant resources of industrial heritages, but realistic situation is severe, and it is urgent to protect and save these industrial heritages.

  III. List of Recommended Industrial Heritages

  Evaluation criteria of industrial heritage mainly include comprehensive evaluation of its historical value, social value, scientific value, aesthetic value, economic value etc. Referencing to the standards of defining industrial heritage in cities such as Hangzhou and Beijing, evaluation criteria of industrial heritage in Wuhan are determined as: (1) rare and unique industrial enterprise having a strong influence in China or Wuhan in corresponding period; (2) typical or advanced industrial enterprise among national counterparts featured by the earliest founding time, most output, best quality, most brand influence, advanced technology, and national famous trademark and trade name; (3) industrial enterprise with complete architectural layout or advanced building technology, characteristics of the times and industrial style and features; and (4) other industrial relics of high value.

  Base on said criteria, 27 of 95 industrial relics are selected to include in the list of recommended industrial heritage of Wuhan (See attached form and drawing for details); in view of industry type, this list covers 13 industries such as farm and sideline food processing industry, food manufacturing, tobacco industry, general equipments manufacturing etc, including 13 industrial heritages having "most" features of rareness and strong influence in the nation, 15 industrial heritages are listed as historical heritage protected units of national, provincial and municipal levels (Inc. 6 historical heritage protected units of municipal level); in view of architectural pattern, the list includes 11 architectural complexes,14 single buildings, and 2 ancillary buildings/structures.

  IV. Control Requirements for Protection and Utilization of Industrial Heritages

  According to the requirements related to urban general planning, given conservation plan of Wuhan as historic and cultural city, and by the value and importance of 27 industrial heritages, it's divided into three levels of protection, including 15 level-1 industrial heritages (Inc. 3 national-level historic heritage protected units, 3 provincial level historic heritage protected units, and 9 municipal level historic heritage protected units,), 6 level-2 industrial heritages and 6 level-3 industrial heritages.

  Level-1 industrial heritage: Industrial heritages listed as cultural relics site under the state protection, refer to management measures of the Law of the People's Republic of China on the Protection of Cultural Relics and Law of the People's Republic of China on the Urban and Rural Planning for implementation of management; such industrial heritages should be protected at first, with full respect to their historical characteristics, reserve the entire architecture in original state, structure and pattern, no demolition without approval, and renovation under the condition of rational protection.

  Level-2 industrial heritage: Industrial heritages having high historical, scientific and artistic values, embodying traditional features and local color of a city, or bearing important meaning of commemoration and education, but not be published as cultural relics site under the state protection, cultural relics protection site or outstanding historical building; it's recommended to apply for outstanding historical building and cultural relics site under the state protection in Wuhan; adaptive change to the functionality is permissible for such industrial heritages under the condition of strict protection of architectural appearance, structure and landscape characteristics, utilization of such industrial heritages must ensure compatibility with the spirit of original site, and no large-scale commercial development is advisable.

  Level-3 industrial heritage: Industrial heritages meeting evaluation criteria, but failing outstanding historical building or cultural relics site under the state protection for now; additional storey or facade decoration is permissible for such industrial heritages, to the extent to reserve main characteristics of architectural structure and pattern as possible, and realize perfect integration of industrial features and modern life; addition of modern facilities is permissible to attach new function, and develop interactively with surrounding urban environment and function.

  V. Protection and Utilization Models of Industrial Heritages

  Strict protection, moderate utilization and non-material protection modes are recommended for 27 industrial heritages in the planning.

  (1)Strict Protection Mode

  Strict protection mode applies to level-1 industrial heritage. The architecture by itself and the surrounding should be protected according to the Law of the People's Republic of China on the Protection of Cultural Relics, no change of original condition, appearance and environment is allowed without approval; if necessary renovation is required, it should be repaired by original condition under the direction of expert, for the sake of "repair the old as before", and carried out strictly according to approved procedures; all buildings and structures having impact on original features of cultural relics in the protected area must be demolished without failure, and meeting of fire-protection requirements to be ensured.

  (2)Moderate Utilization Mode

  Moderate rebuilding and utilization mode applies to level-2 and level-3 industrial heritages, including transformation to urban open space, museum & memorial exhibition hall, creative industry park, and comprehensive commercial development. Utilization mode of urban open space is utilizing featured buildings and some structures at original site in combination with park greenbelt in the city, to increase urban green space, and enhance cultural deposit of open space; utilization mode of museum & memorial exhibition hall is transforming industrial heritage into exhibition hall for show and commemoration, in terms of exhibition and educational significance, while reserving its historical authenticity; utilization mode of creative industry park is taking advantage of the characteristics of large space of the workshop, by using it as creative industry studio; utilization mode of comprehensive commercial development is mainly reconstruction of industrial heritage building to functional space for recreation, shopping etc.

  (3)Non-material Protection Mode

  Non-material protection mode is adopted mainly for extinct important industrial heritages, including soft protection, virtual restoration at original site etc, or combining business name with place name, street name or lane name, moreover, old equipments, annals of the factory, archives and the like can be combined with industry museum for concentrated protection etc; for example, such protection mode is suitable for typical industrial enterprises such as Hanyang Ironworks, Hayang Arsenal, Jiji Power Plant, He's Egg Mill, Wuhan Lotus Washing Machine Factory etc.

  VI. Establish Archives of Industrial Relics, Real-time Supervision of Other Key Industrial Enterprises

  For over 60 of 95 industrial relics not included in the list of industrial heritages, it's recommended to establish detailed archived and supervision mechanism, corresponding protection and utilization planning should be developed if relocation and renovation are necessary; in addition, related experts should be organized subsequently for further general survey and evaluation, to choose featured industrial enterprises to and supplement the list of industrial heritages.

  VII. Planning on Industrial Heritage Tour Route in Terms of Urban Greenway Construction

  For Jianghan District, Qiaokou District and Hanyang District with densely distributed industrial heritages, the planning should connect the sites of such industrial heritages in terms of urban greenways, to form a complete industrial heritage tour route, and enrich tourism products of Wuhan.
