(Reporter Xiao Chang and Li Xing from Changjiang Daily) The full text of the Outline of the 13^th Five-Year Plan for National Economy and Social Development (hereinafter referred to as the “Outline”) was formally published on the March 17, 2016. After organizing relevant information, the reporter from Changjiang Daily finds that keywords such as “center”, “experiment”, “pilot”, “demonstration”, “support” and “hub” have been frequently used in 20 sections of this Outline. Wuhan City or its national strategic mission, or its direction in achieving the upgraded economy, upgraded city and upgraded livelihood has been mentioned for over 20 times.
In recent years, Wuhan has played a more and more important role in implementing strategic missions of achieving the national reform and development. Faced with multiple historical opportunities in development, Wuhan is undergoing a period full of strategic opportunities with the help of which a brilliant future can be achieved. This judgment can be verified by this Outline. The beginning part of this Outline has illuminated national strategic purposes and specified ambitious economic and social development goals, major tasks and important measures. This part acts as the action direction of market players, the important basis for the government to fulfill their obligations, and the shared vision for people of all nationalities in China.
According to this Outline, the “Five-in-One” (economic development, political development, social development, cultural development and ecological civilization development) overall arrangement and the strategic layout of “Four Comprehensives” (namely “comprehensively building a moderately prosperous society, comprehensively deepening reform, comprehensively advancing the rule of law, and comprehensively strictly governing the Communist Party of China.”) shall be promoted. “Five Development Ideas” (innovation, coordination, green, open and sharing) shall be practically implemented, and the new normal of economic developments shall be understood, adapted and guided. It can be found that the Party Central Committee and State Council not only emphasize the top-level design, comprehensiveness, coordination and overall planning, but also underline the difference between the strategy and tactics. It has been pointed out that major development barriers shall be overcame tactically, key issues shall be emphasized, sally ports shall be identified and the work shall be promoted in all areas by drawing upon the experience gained on key points. On one hand, various centers, experimental sites, demonstration zones, pilot cities and supporting areas mentioned in this Outline are evidences of aforementioned development ideas. On the other hand, higher requirements and expectations have been placed on local regions and cities involving those key words.
In order to achieve the upgrading of Wuhan during the “13^th Five-Year Plan Period”, important assignments must be carried out and bold innovations must be made in order to take the lead in making breakthroughs, live up to expectations of the central government, and promote the development of Wuhan to a new level.
Opportunities brought by the Outline of the 13^th Five-Year Plan for Wuhan
To implement the innovation-driven development strategy
◎To strengthen the leading role of technological innovation
Outline:
Frontiers of science and technology shall be aimed at to develop a number of high-end national laboratories basing on national goals and strategic demands. Comprehensive national scientific centers shall be established basing on existing advanced facilities. A number of national technological innovation centers shall be constructed by relying on enterprises, institutions of higher learning and scientific research institutions.
Wuhan:
In the information technology sector, the construction of national photoelectric laboratories shall be accelerated. As to the life health sector, biotechnology research institutes shall be developed into domestically and globally leading institutes. With regard to the intelligent equipment sector, national intelligent manufacturing laboratories shall be planned and constructed. More attention shall be paid to the introduction and education of R&D institutions of enterprises, and new kinds of R&D institutions such as the industrial technology research institute shall be developed vigorously. Several national technological innovation centers shall be constructed jointly with enterprises and institutions of higher learning.
Outline:
The role of national high and new technology industrial development zones, national independent innovation demonstration zones, and central cities with numerous institutions of higher learning and scientific research institutions shall be fully played in order to develop a number of influential regional innovation centers and innovation-oriented provinces and cities. The comprehensive innovative reform trial shall be promoted systematically, too.
Wuhan:
Innovative explorations and developments achieved by Wuhan have generated a profound influence nationwide, and Wuhan has been selected as the experimental zone of the comprehensive innovation reform, which is the biggest development opportunity of Wuhan since the reform and opening-up. The State Council has explicitly required Wuhan to carry out experiments of developing the national innovative city.
◎To deeply promote the mass entrepreneurship and innovation
Outline:
The action plan of mass entrepreneurship and innovation shall be implemented to encourage the development of low-cost, convenient and open service platforms opening to the public and small and medium enterprises, thus developing a number of demonstration bases and cities of mass entrepreneurship and innovation. The intensive innovation resources of cities shall be made full use of to develop the founder’s paradise and the cradle of innovation, thus constructing innovation-oriented cities.
Wuhan:
The plan of “Entrepreneurship Valley” shall be promoted. Policies, measures and experiences of Shenzhen and Hangzhou shall be learnt comprehensively, and the best space, best policy and best supporting service shall be provided by Wuhan.
The plan of “Wuhan City Partner” shall be carried out to attract a large number of talents to become a part of “Wuhan City Partners”, to stimulate the great mass fervour for innovation and entrepreneurship, and thus to build Wuhan into the paradise of innovation and the home of entrepreneurs.
To construct new-type development system
◎To accelerate the reform of the financial system
Outline:
Commercial, development-based, policy-based, cooperative financial institutions shall be reasonable arranged in a complementary manner. Diversified and multi-level banking institutions shall be widely developed. Internet financing institutions shall be promoted to operate businesses comprehensively. Private financing activities shall be made transparent, petty loans shall be standardized, and financing guarantee institutions shall be developed properly.
Wuhan:
The financial center in Central China shall be constructed. New business modes such as the internet finance, livelihood-oriented finance, investment bank and finance lease shall be developed. Various financial institutions shall be introduced and cultivated, and private capitals shall be encouraged and supported to participate into financial operations. A sound and multi-level capital market shall be developed and pilots of the New OTC (Over the Counter) Market shall be promoted in depth, the development of the Regional Equity Market shall be expedited, and best endeavors shall be made to get the publicly offered equity-based crowdfunding approved. The functions of exchanges related to financial assets, big data and agricultural products shall be promoted, unique trading platforms for bulk commodities and logistics shall be constructed, and the Wuhan Price Index system shall be improved.
Outline:
The system of financial institutions and the financial market shall be improved, the health development of the capital market shall be promoted, and the monetary policy system shall be improved. The reform of the financial supervision system shall be deepened, the modern financial system shall be improved, the efficiency contributed by financial services to the substantial economy shall be increased, and the capability of financial services in supporting the economic transformation shall be enhanced.
Wuhan:
Wuhan is the first and the only experimental zone of scientific and technological finance reform innovations in China. Scientific and technological resources shall be integrated with financial resources basing on innovations in scientific and technological finance to quicken the development of a diversified, multi-level and multi-channel scientific and technological investment and financing system.
To promote the agricultural modernization
◎To accelerate the agricultural structure adjustment
Outline:
The allocation of characteristic agricultural productions shall be optimized. The development of modern agricultural demonstration zones shall be sped up.
Wuhan:
The plan of “Internet + Agriculture” shall be implemented deeply to enhance the integration of the primary, secondary and tertiary industry in rural areas and to develop the national intelligent agriculture demonstration city. In next 2-3 years, Wuhan will promote the “Internet + Agriculture” project to accelerate the education of new types of farmers, and develop the application and demonstration-oriented public service platform featured by “Internet + Agriculture”, basing on the government services cloud platform (data center) and the electronic government affairs network.
To optimize the modern industrial system
◎To speed up the development of new-type manufacturing industry
Outline:
Agglomerations of the manufacturing industry shall be reconstructed and upgraded, a number of new-type industrial demonstration bases shall be constructed, and several advanced manufacturing centers shall be developed.
Wuhan:
The construction of advanced national manufacturing centers shall be accelerated, the initiative of “Made in Wuhan 2025” shall be promoted, and the organically renewable industrial system featured by “existing pillar industry-strategic emerging industry-future industry” shall be constructed. Important national development zones for strategic emerging industries and transformation and upgrading demonstration zones for traditional industries shall be developed.
◎To develop the new development pattern for new-type industries
Outline:
Constructions of industrial innovation centers and new-technology popularization and application centers shall be supported. Cities with intensive innovation resources shall be facilitated to develop into hotbeds for the innovative development of emerging industries.
Wuhan:
Globally influential industrial innovation centers shall be constructed. The “Strategic Emerging Industry Multiplication Plan” shall be implemented, and special attention shall be paid to the information technology industry, life health industry and intelligent manufacturing industry to build globally influential information-technology industrial bases and life-health industrial bases and important national intelligent-manufacturing industrial bases.
According to the Innovation-driven Industrial Transformation and Upgrading Plan for Yangtze River Economic Belt “, world-class industrial clusters related to the new-type panel display, integrated circuit, advanced railway transportation equipment, automobile manufacturing and e-commerce shall be developed. Wuhan has been the center of 4 world-class industrial clusters and 7 emerging industry clusters.
◎To promote the fundamental industrial capacity comprehensively
Outline:
The industrial base reinforcement project shall be carried out to break through bottlenecks in “Four Bases”, namely important base materials, important base parts and components, advanced fundamental technologies and industrial technological bases.
Wuhan:
The digitization, networking and intellectualization of the manufacturing industry shall be improved comprehensively, the “Four Bases” reinforcement project shall be implemented, and the green manufacturing engineering shall be carried out. Projects related to the quality, brand and standard shall be implemented for the manufacturing industry to promote the brand value of Wuhan enterprises continuously and thus to develop a number of well-known “Wuhan brands” at home and abroad.
Outline:
The construction of industrial design centers shall be supported, and national industrial design and research institutes shall be established.
Wuhan:
Creative industries such as the industrial design, digital animation online game shall be developed vigorously. The international influence of Wuhan Design Biennale, Wuhan International Fashion Week and Wuhan Industrial Design Week shall be promoted. The integration of the cultural and creative design with related industries shall be promoted, and the application of “City of Design” shall be organized actively.
To expand internet economy space
◎To develop modern internet industry system
Outline:
The action plan of “Internet Plus” shall be implemented to promote internet applications deeply and widely, to facilitate the transformation of the production pattern and organization modes, and thus to develop a new industrialized development form featured by networking, intellectualization, servitization and collaboration.
Wuhan:
Demonstration projects related to applications of “Internet Plus” and “Internet of Things” shall be implemented to develop Wuhan into a pilot site of “Internet Plus”. Constructions of the intelligent security work, intelligent transportation, intelligent pipeline, intelligent power grid, intelligent business district and intelligent community shall be propelled. The demonstration role of the “Lights Links World” project implemented by East Lake High-Tech Development Zone shall come into play and the development of “Internet of Things +” shall be planned in advance.
To develop modern infrastructure network
◎To improve the modern comprehensive transportation system
Outline:
The high-quality and high-speed network shall be constructed, the construction of the high-speed railway network shall be propelled, and the national expressway network shall be improved. Local expressways shall be constructed reasonably, and functions of hub airports and secondary airports shall be enhanced.
Wuhan:
Constructions of national centers of the railway network, important hubs of the expressway network, important hub airports, and shipping centers located in the middle reaches of the Yangtze River shall be basically completed in order to develop Wuhan into a hub city with the most comprehensive inland transportation system and the strongest transportation accessibility.
Constructions of the Phase-III Tianhe Airport and Phase-III Yangluo project shall be accelerated, and key projects such as the 2^nd Airport of Wuhan and the New Hanyang High-speed Rail Station shall be planned and implemented in order to develop the strongest handling capacity of passengers and freights for the air transportation, waterway transportation and railway transportation of Wuhan in Central China.
High-speed railways from Wuhan to 12 directions such as Xi’an, Hangzhou, Xiamen, Qingdao and Guiyang shall be constructed, and the “645 Deepwater Channel Regulation Project” of the Yangtze River shall be promoted in order to increase the classification, capability and radiation scope of Wuhan’s transportation system to the highest level in China.
◎To strengthen water security assurance
Outline:
The network of water conservancy facilities shall be improved, and the scientific development, reasonable allocation, economic use and efficient utilization of water resources shall be promoted in order to increase the water security assurance ability comprehensively.
Wuhan:
Wuhan is one of the “2^ndGroup of Pilot Cities of the National Water Ecological Civilization Construction Project”. The Ministry of Water Resources has required that those cities shall be developed into water ecological civilization pilot areas and demonstration zones. As a pilot city of the “National Water Ecosystem Protection and Rehabilitation Pilot Project” and the “Water-saving Society Construction Pilot Project”, Wuhan has been provided with good foundations of developing the water ecological civilization.
To promote new-type urbanization
◎To accelerate the urbanization of relocated agricultural population
Outline:
The mechanism of facilitating the urbanization of relocated agricultural population shall be improved. The new-type urbanization pilot project shall be promoted deeply.
Wuhan:
As a pilot city of the “Comprehensive National New-type Urbanization Pilot Project”, Wuhan shall put emphasis on the urbanization of population. The pilot project of helping the relocated agricultural population to get employed and settled down in Wuhan shall be initiated in Hanyang District and Huangpi District. The equalization and cost-sharing mechanism of basic public services shall be explored, the household registration reform shall be propelled, and policies relevant to the urbanization of relocated agricultural population shall be researched.
◎To develop harmonious and livable city
Outline:
The new-type urban construction shall be accelerated. The modern information infrastructure construction shall be enhanced, the big data and the Internet of Things shall be promoted, and smart cities shall be constructed.
Wuhan:
The “Super Brain” shall be developed to maintain urban operations, and efforts shall be made to develop Wuhan into a comprehensively perceptive, widely connected and highly intelligent smart city to get a good lead in China.
Outline:
Ecological constructions of flood control and waterlogging prevention facilities, storage and regulation facilities and green lands of parks shall be strengthened in the urban region. The development of the Sponge City shall be supported and urban public service facilities shall be improved.
Wuhan:
As one of the 1^st group of pilot cities of the national “Sponge City“” project, Wuhan shall put emphasis on the pilot work carried out at the Qingshan Demonstration Zone and Sixin Demonstration Zone. According to the plan, 16.29 billion Yuan will be invested within three years to implement 455 projects, and the designed flood frequency of those two demonstration zones will be 1/20 in order to increase the waterlogging prevention and treatment standard.
To promote coordinated regional development
◎To promote the rise of Central China
Outline:
The planning shall be formulated and implemented at the new era to promote the rise of Central China, the policy system shall be improved, and the organic integration of the urbanization with industrial support and population aggregation shall be promoted to develop important strategic supporting zones.
Wuhan:
According to the Development Planning for Urban Agglomeration in Middle Reaches of Yangtze River, Wuhan City Circle, Changsha-Zhuzhou-Xiangtan Urban Agglomeration and Poyang Lake Urban Agglomeration are key regions to be focused on in order to promote the rise of Central China, deepen the reform and opening comprehensively, and facilitate the new-type urbanization. It has also been required that those key regions shall be developed into new growth poles for the national economy and development, pilot zones for the new-type urbanization in central and western regions, demonstration zones of inland openness and cooperation, and exemplary zones of the environment-friendly and resource-efficient society.
◎To improve the coordinated regional development mechanism
Outline:
Innovations in platforms, mechanisms and operation patterns of national new districts, national pilot zones for overall reform, and key development and opening-up pilot zones shall be encouraged.
Wuhan:
The implementation of “Changjiang New District”, a national new district, shall be promoted basing on Linkonggang Economic & Technological Development Zone, main urban area in Hankou and new urban area north of the Yangtze River in order to develop the strategic zone which supports the Yangtze River Economic Belt and the “Belt and Road Initiative”.
What's more, Wuhan is also a national pilot zone for overall reform in developing the environment-friendly and resource-efficient society.
◎To promote the development of Yangtze River Economic Belt
Outline:
Yangtze River Economic Belt: The coordinated development of the upper, middle and lower reaches of the Yangtze River shall be promoted, and the interaction and cooperation among the eastern region, central region and western region of China shall be improved in order to develop the Yangtze River Economic Belt into a demonstrative, innovation-driven and coordinated belt for the national ecological civilization development.Shipping centers in the middle reaches of Yangtze River: The port layout shall be optimized, and the construction of Wuhan shipping center and Chongqing shipping center in the middle reaches of Yangtze River shall be accelerated.
Wuhan:
Transformation and development index for cities located along the Yangtze River Economic Belt: According to the transformation and development index issued by Shanghai Institute of Industry Transformation and Development for cities located the Yangtze River Economic Belt on the 17^th day of this month, the total index of Wuhan was 35.41, ranking second to Shanghai among 50 cities.
Giving play to the role of golden waterways: The utilization efficiency of shorelines shall be optimized, the integrated multimodal transport corridor shall be constructed as per high standards, and cooperation with shipping centers in Shanghai, Chongqing and Nanjing shall be strengthened.
Competitive industrial clusters along the Yangtze river: Active participation into the industrial collaboration along the Yangtze River shall be made in order to jointly develop competitive industrial clusters along Yangtze River, and thus to develop the Yangtze River Economic Belt into a golden economic belt with improved ecological environment, enhanced transportation condition, coordinated economy, unified market and scientific mechanism.
To accelerate the ecological environment improvement
◎To improve the overall ecological environment
Outline:
The green production and green lifestyles shall be promoted to lower down carbon emissions.
Wuhan:
As one of the 2^nd Group of the National Low-carbon Pilot Cities, Wuhan has specified that the upper limit of carbon emissions shall be controlled at 160 million tons by 2020 in order to develop the modern low-carbon industry system.
To develop new comprehensive opening pattern
◎To improve the strategic layout of opening up
Outline:
The urban belt supportive to the inland opening strategy shall be constructed basing on inland central cities and urban agglomerations.
Wuhan:
To build the inland opening-up highland: The inland pilot free trade zone shall be established and related pilot work shall be carried out within the East Lake High-tech Development Zone comprehensively. Wuhan New Port and Airport Comprehensive Bonded Zone of which the total planning area is 4.05 square kilometers has been countersigned by 11 ministries and commissions.
Upgrading of ports: The scope of open ports shall be expanded, constructions of designated ports for the declaration of special commodities shall be accelerated, and the cooperation with coastal and border ports shall be enhanced. The application of the single-declaration mechanism into the multimodal transportation system shall be explored, and the integration of the regional clearance with inspection and quarantine shall be promoted jointly to construct the comprehensive clearance service system.
◎To promote the Belt and Road Initiative
Outline:
The multimodal transportation shall be promoted for the highway transportation, railway transportation, waterway transportation and air transportation. The international logistics channel shall be constructed and infrastructures of key channels and ports shall be enhanced.
Wuhan:
Strategic opportunities brought by the “Belt and Road Initiative” and Yangtze River Economic Belt shall be grasped to open wider to the outside world and deepen the regional cooperation, thus developing Wuhan into an important hub city of the “Belt and Road Initiative” and Yangtze River Economic Belt and an inland highland opening to the world. The “International Transportation Accessibility Multiplication Project” shall be implemented, the radiation range of China Railway Express to Central Europe (Wuhan) shall be enlarged, coastwise and near-sea shipping lines shall be expanded, and international routes shall be increased to ensure that the number and handling capacity of regular international trains, ships and flights can be doubled in next five years.
◎To accelerate the optimization and upgrading of foreign trades
Outline:
The trade in goods and services shall be integrated, and the trade of productive services shall be developed vigorously to increase the ratio of the service trade to the foreign trade to over 16%.
Wuhan:
