[6.2]Suggestions on Developing Wuhan into a City of Books, City of Museums, City of Arts, City of Creativity and City of Universities to Strengthen its Competitiveness

The following opinions are formulated in order to implement the Party's spirit of the Sixth Plenary Session of the 17th CPC Central Committee and the 12th Party Congress in Wuhan, and develop Wuhan into a City of Books, City of Museums, City of Arts, City of Creativity and City of Universities to strengthen its competitiveness.

I. Guiding ideology and objectives and tasks
(1) Guiding ideology. We shall hold high the great banner of socialism with Chinese characteristics, follow the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of Three Represents, and thoroughly implement the Scientific Outlook on Development. We shall adhere to the forward direction of socialist advanced culture; adhere to the direction of Two Serves (Serve the people and serve socialism) and the Double-Hundred Policy (Let a hundred flowers blossom; and a hundred schools of thought contend); adhere to hold high the banner, focus on the overall situation, serve the people, and reform and innovate; adhere to be close to reality, close to life, and close to the people; adhere to put social benefits first, and the unity of social benefits and economic benefits; adhere to the combination of tradition inheritance and reform and innovation; and adhere to the people-oriented principle and overall coordination. We shall make efforts to enhance the guiding power of mainstream ideas and public opinion, the service power of the public cultural system, and the competitiveness of the culture industry, to realize the leap from a big cultural city to a strong one in Wuhan, and provide strong ideological guarantee, spiritual power, public opinion support and cultural conditions for the construction of the National Central City and the revival of the great Wuhan, with scientific development as the theme, with establishing socialist core value system as the basic task, with meeting people's spiritual and cultural needs as the starting point and staying point, and with promoting and practicing the spirit of Wuhan and developing Wuhan into a City of Books, City of Museums, City of Arts, City of Creativity and City of Universities as the support.

(2) Objectives and tasks. We shall build Wuhan into a regional cultural boutique creative center, cultural creativity cultivation center, cultural elements allocation center, cultural talent collection center, and cultural exchange and exhibition center, and a national cultural center city by 2020. The socialist core value system shall be deeply rooted among the people, the ideological and ethical and scientific and cultural qualities of the citizens shall be comprehensively improved, and Wuhan shall be listed in the national civilized cities; Wuhan shall have prosperous cultural undertakings, take a lead in establishing a public cultural service system covering urban and rural areas, with balanced distribution, complete functions and convenient service, and become a national demonstration zone; Wuhan’s cultural system reform shall be in the forefront of the whole country, and a vigorous and efficient cultural system mechanism shall be set up; the cultural and creative industry shall have an added output value of 10% of the total output value of Wuhan, and become Wuhan's pillar industry by 2016; Wuhan shall be greatly enhanced in international influence of culture, and become a platform for displaying advanced culture, a window for showing the outstanding culture of the Chinese nation, and a base for promoting Chinese culture to the world.

II. Vigorously promote the construction of socialist core value system, and build common ideals and beliefs
(3) Build a learning city. We shall carry out the study of theoretical system of socialism with Chinese characteristics, consolidate the common ideological foundation for the unity and struggle of the whole city, and guide the leapfrog development through scientific theory. We shall establish and improve the long-term mechanism for the construction of learning Party organizations, carefully set up a high-end learning platform for report of center group of Members of the Standing Committee of Wuhan Municipal Party Committee (expanded), carry out a wide range of group learning of the Party committee (leading Party group) center group at district or bureau level, and effectively improve the theoretical accomplishment of Party organizations and Party members and cadres at all levels, and their ability of guiding practice with theory. We shall strengthen the construction of theoretical communication system, realize the normalization of theoretical propaganda, push forward the Party's theoretical innovation achievements into the teaching materials, into the classroom, and into the mind, and organize the public lecture for citizens "Forum of Experts”. We shall speed up the construction of a life-long education service system covering the whole city and for the whole people, and actively cultivate learning units, learning communities, learning enterprises and learning families. We shall extensively carry out the education of national defense, popular science and humanity knowledge, promote the learning and application of new ideas, new knowledge and new technology, and form a good situation of learning to be virtuous, learning to gain wisdom, and learning to start a business in the whole city.

(4) Deepen ideological and moral practice. We shall fully implement the Implementation Outline for the Construction of Socialist Core Value System, adhere to lead social graces with Socialist Concept of Honor and Disgrace, strengthen the education of social morality, professional ethics, family virtues and personal qualities, and advocate moral norms such as patriotism, dedication, honesty and friendship. We shall select and commend Wuhan's meritorious citizens, model citizens and civilized citizens, to enlarge the "stars" effect of typical publicity. We shall strengthen and improve the ideological and political work, strengthen humanistic care and psychological counseling, and develop self-esteemed and self-confident, rational and peaceful and positive social mentality. We shall improve the education network "trinity" of school, family and society, and strengthen the ideological and moral education of teenagers . We shall establish a sound social credit system, promote the construction of honesty and credibility, and strive to build an honest Wuhan. We shall strengthen the anti-corruption and legal publicity and education, and promote the construction of the culture of clean and honest administration and Wuhan under the rule of law.

(5) Create a national civilized city. We shall adhere to govern the city and educate people, and fully implement the objectives and tasks in the "Evaluation System of National Civilized Cities". We shall further develop mass spiritual civilization building activities, such as civilized urban areas, civilized streets, civilized communities, civilized villages and towns, civilized units and civilized industries. We shall implement "civilized actions" including environment cleaning, order maintenance, civilized tourism and civilized dining table to promote the normalization of building civilized cities. We shall carry out thematic practice activities including "Be a Civilized and Polite Wuhan People" and "Stress on Civilization, and Establish a New Trend", and promote the quality of civic civilization and the degree of urban civilization. We shall play the leading role of National Liaison Office for Voluntary Services in Baibuting Community, and extensively carry out volunteer service of learning from Lei Feng and activities for caring for empty-nesters, left-behind children, migrant workers and the disabled. We shall do a good job in the construction of spiritual civilization in rural areas to improve the village appearance, and form civilized rural custom.
(6) Vigorously carry forward and practice the spirit of "Dare to Be the First, Pursuit of Excellence" in Wuhan. We shall intensify propaganda, deepen theoretical research, and exploit and interpret ideological connotations with the theme of "carrying forward the spirit of Wuhan and leading the revival of Wuhan". We shall carry out social publicity through platforms including outdoor advertising, electronic screens and SMS. We shall extensively carry out thematic education activities, such as the Selection of Practitioner of Spirit of Wuhan and the Lecture Tour of Spirit of Wuhan, and integrate the spirit of Wuhan into all areas and the whole process of the city's economic and social development, so as to internalize the spirit of Wuhan as the common spiritual wealth and pursuit of all citizens.

III. Vigorously promote the project of developing Wuhan into a City of Books, City of Museums, City of Arts, City of Creativity and City of Universities to improve the cultural taste of Wuhan City
(7) Build a city of books. We shall establish and improve the library service network system, with public library service network as the main body, and with 24-hour self-service library, mobile library and social library as the supplements. We shall establish a book market with Xinhua Bookstore as the main body, and with private bookstores and online bookstores as the supplements. By 2016, a central book mall shall be built in the three towns of Wuhan respectively, and at least one Xinhua Bookstore with over 2000 square meters shall be built in each district. We shall build a convenient digital reading service network, and promote digital reading methods, such as online reading and mobile reading. We shall extensively carry out mass reading activities including book reading and recommendation, book crossing, reading salon and "Scholarly Wuhan - National Reading Month". We shall carry out selection and commendation activities including scholarly unit, scholarly community, scholarly campus and scholarly family. We shall strive to improve the citizens' reading rate, book expenditure per capita, per capita book collection in library and other indicators to the leading level in China by 2016. We shall form a civilized prevailing custom of "loving reading, reading books frequently, reading good books, and being good at reading" in the whole society, and let reading become a kind of life, a habit, and a pursuit.

(8) Build a city of museums. We shall adhere to the combination of government leading and social participation, combination of financial input and market operation, and combination of entity construction and digital construction, and fully start the construction of the city of museums. We shall support and guide all types of investment entities to set up museums of various forms and distinctive features, and strive to increase the total number of museums in Wuhan to 100 by 2016. We shall vigorously promote the construction of venues, such as Wuhan Communist Party History Museum, Wuhan Modern Industrial Museum, Jianghanguan Museum, second-phase project of Wuhan Museum and Han Opera Museum. Build digital museums. We shall expand the service space, promote industrial development, carry out cultural popularization, and highlight the unique charm of Wuhan as a historical and cultural city.

(9) Build a city of arts. We shall create a number of domestically advanced and internationally renowned literary brands, with Wuhan International Acrobatic Art Festival, Qintai Music Festival, and literary creation of "Wuhan Series" as the starting point. We shall build the Wuhan Art Center, Wuhan Literature Museum and Wuhan Quyi Theater, and integrate cultural resources, such as Qintai Grand Theatre, Qintai Music Hall and forthcoming Han Show Theater and movie theme park, to form a number of high-end cultural positions with reasonable layout, complete facilities, and multiple functions. We shall dig out the cultural connotation of the city, plan and construct a number of street art exhibition areas, and create art atmosphere for the city. We shall organize activities such as the Mass Culture & Arts Festival, Summer in Wuhan, theatrical festival featuring programs from universities, and "Song in Golden Autumn" - theatrical festival featuring programs from rural areas, and create the mass cultural brand. We shall carry out the assessment of the Yellow Crane Stars Award and high quality service award for basic public cultural facilities, to stimulate the cultural creativity of the masses. We shall strengthen the propaganda and promotion of literature and art products, set up fixed columns in municipal media to release literary and artistic information, establish a theatrical performance union, establish a unified platform for ticket service, produce and issue One-Card and Culture Map for cultural consumption, and actively cultivate and expand the literature and art market.

(10) Build a city of creativity. We shall build a strong city for media publishing in central China, relying on the state-owned media publishing group in Wuhan. We shall actively promote the construction of engineering design industry, and strive to increase industrial revenue to over 100 billion, and build a City of Engineering Design in China by 2016.We shall support the animation and game companies including Jiang Toon Animation and Dolphin Media to be bigger and stronger, and strive to promote the original boutique production scale and industry scale into the first phalanx in China by 2016. We shall develop the software and IC (integrated circuit) design industries, and build a City of Digital Creativity in China relying on the industrial clusters like Optical Valley Software Park. We shall support the brands of clothing, home furnishing and jewelry design, and promote the construction of famous city of fashion design in China.

(11) Build a city of universities. We shall improve the cooperation system of government, industry, university and institute, and promote the coordinated development between universities and the city. We shall support and encourage Wuhan University and Huazhong University of Science and Technology to build world-class universities, support and encourage institutions of higher learning to set up alliance of industry, university and institute and technology research and development platform, and transform the scientific and technological advantages into development advantages. We shall support and encourage institutions of higher learning to strengthen campus construction and strive to achieve the goal of "one school, one scene". We shall actively promote the opening of public resources, such as university library, gymnasium, laboratory, and information platform to the public, actively promote the spiritual and cultural products including literature and art into the campus, enrich the cultural life of teachers and students, actively promote the literature and art organizations and volunteer organizations of universities to play a role in the urban cultural construction, and actively promote the construction of innovation service platform for university students, so that more young people will work or start a business in Wuhan.

IV. Vigorously promote the production of high-quality goods, to provide more and better spiritual products
(12) Improve the social level of philosophy and social science services. Promote the academic level and social influence of philosophy and social science in serving the local economic and social development in Wuhan. We shall focus on the establishment of a number of research bases for philosophy and social sciences based on local economic and social development and regional culture research. We shall establish and improve a cooperative and open research mechanism which is interdisciplinary, inter-organization and cross regional, encourage universities, scientific research institutions, Party schools, government research departments and social consulting and research institutions to establish research alliance, and focus on the establishment of a number of think tanks with professional advantages. We shall integrate the resources of philosophy and social science in Wuhan and build the national highland of philosophy and social science with major scientific research projects as the link. We shall improve the project planning and award evaluation for outstanding achievements in philosophy and social science, and increase support for important academic works, key academic journals, major theoretical issues, and new works of academic newcomers.

(13) Create literary and artistic boutiques. We shall strengthen the planning and guidance of the production of literary and artistic boutiques, and study and formulate the medium and long-term creative production plan and annual production plan covering all categories. We shall innovate the production system and mechanism of literary and artistic boutiques in accordance with requirements of serialization, projectization and branding. We shall explore the regional cultural resources of Wuhan, and establish a project library for key literary and artistic works around major themes, major festivals and major events. We shall support and encourage the creation of original literary and artistic boutiques with Wuhan elements. We shall strengthen the promotion and marketing of literary and artistic boutiques, and make full use of all kinds of media to enhance the popularity and influence of literary and artistic boutiques. We shall organize the first issuance, first run, and first performance as well as performance, show, panorama, and exhibition of literary and artistic boutiques, improve their market share, and accelerate their industrialization and marketization.

(14) Strengthen and improve the work of news and public opinion. We shall stress on unified and stable encouraging and positive publicity, and constantly improve the leadership and credibility of the mainstream media. We shall set up a working mechanism of major theme news planning around the city's major decisions, important meetings and major events. We shall give full play to the authority and influence of the central, provincial and municipal media. We shall improve the system of major emergency reporting, the Party committee spokesman, government spokesman and network spokesman, and strengthen the business training of news spokesmen. We shall establish the public opinion command sub center, strengthen the public opinion analysis and judgment, and establish the reaction mechanism for quick report of Chinese public opinions, mechanism for quick treatment of unexpected public opinions on the internet, and mechanism for management of government micro-blog. We shall strengthen and improve the supervision of public opinion, grasp the direction and focus of supervision, promote the solution of prominent problems that are attached great importance by the Party and the government and are concentratedly reflected by the mass, so as to improve social credibility of public opinion in good words, good faith, and conviction. We shall carry out the activities of "education of the important thought of Three Represents, the Marxist view of journalism, and professionalism and professional ethics" and "visit of grass roots, transition of style of work and change of style of writing", and improve the professional ethics and professional qualities of the news team.

(15) Develop a healthy network culture. We shall vigorously strengthen Internet content construction, enhance the originality of network culture, promote the communication of network culture boutique, and create a healthy and civilized network environment. We shall speed up the construction of digital cultural communication platform to meet the spiritual and cultural needs of Internet users. We shall promote the departments closely related to the people's livelihood to actively use the means of instant messaging like government micro-blog, to collect social conditions and public opinion, disseminate correct information, and effectively guide network public opinion. We shall speed up the integration of traditional culture industry and network culture industry, foster and support a number of strong network culture enterprises, and improve the scale and professional level of creation and production of network culture. We shall set up the network culture association in Wuhan, and promote the self-discipline of the network culture industry. We shall strengthen the guidance and management of the network virtual communities and instant messaging tools, and standardize the order of information dissemination on the internet. We shall carry out activities to create civilized websites, promote civilized website creation and civilized Internet surfing, and purify the network culture environment.

(16) Strengthen cultural exchanges with foreign countries. We shall carry out cultural exchanges with foreign countries in an all-round, multi-level and wide-ranging way. We shall establish a cultural exchange mechanism among international sister cities, and plan and implement a series of cultural exchange activities, such as Wuhan Culture Week, Wuhan TV Week and cultural forum. We shall build a platform for communication and cooperation between Wuhan and foreign (overseas) news media, and form a media strategic cooperation mechanism with mutual interview between the media, interaction on the column and exchange in the program as the main contents. We shall implement the strategy of "going international" of Wuhan culture, promote the export of cultural products and services, and support Wuhan municipal art troupes to sign a contract with foreign well-known performing arts groups for overseas tour. We shall actively assist cultural enterprises to develop overseas markets, relying on institutions functioning abroad, overseas Chinese and other resources. We shall strengthen the cultural services for foreigners in China, carry out Lecture Series on Chinese Traditional Culture, and enhance the appeal of Chinese culture and regional culture of Wuhan. We shall invite famous foreign artists and art groups to perform in Wuhan in a planned way.

V. Vigorously promote the equalization of public cultural services in urban and rural areas, and guarantee people's basic cultural rights and interests
(17) Construct the public cultural service system. We shall vigorously implement the construction of public cultural positions, promote the construction of library, cultural center, cultural station, cultural room, rural cinema and Xinhua Bookstore, and establish and improve the class-four network of public cultural service facilities covering the city, district, street (township, town and field) and community (village).We shall implement the public cultural people-benefit projects, such as coverage of cable TV in villages, cultural information resources sharing, movie projection in rural areas, and farm house. We shall incorporate the main public cultural products and services and public cultural activities into the regular budget of public expenditure. We shall incorporate the construction of community culture centers into urban planning and design, and give priority to cultural projects involving the vital interests of the grassroots and the rural people. We shall integrate social resources, realize joint construction, sharing and interconnection of public cultural facilities, and encourage all types of social institutions and enterprises to participate in the provision of public cultural services. We shall innovate the management, operation and guarantee mechanism of public cultural service, and further enhance the quality and level of free access service of libraries, cultural centers, art galleries, museums and memorial halls.

(18) Enrich the spiritual and cultural life of the masses. We shall adopt government purchases and subsidies, participation and support of all sectors of society, "people-benefit performances" and other forms to provide cultural products and services for the masses, especially the grassroots. We shall encourage various performances to provide "cheap tickets" to meet the cultural needs of low-income and special disadvantaged groups. We shall encourage and support the health development of social literary and artistic group and voluntary literary and artistic activities from the aspects of policies and funds. We shall actively carry out public cultural activities for migrant workers, and bring migrant workers into the urban public cultural service system. We shall vigorously promote the construction of "one product for one district", "one product for one township", "one product for one street", and "one product for one enterprise" for mass culture.

(19) Strengthen the protection and utilization of cultural heritage. We shall strengthen the protection of cultural relics and historic sites, ruins, revolutionary sites, outstanding historical buildings, historic blocks, characteristic blocks and traditional landscape. We shall further establish and improve the administrative organization for cultural relics, improve the cultural relics protection network, and implement the compulsory protection system for the cultural relics protection unit. We shall increase the collection of cultural relics and enrich the collections in museums and memorial halls. We shall strengthen display and exhibition research, and create exquisite cultural relics exhibition. We shall vigorously develop the market for cultural relics and auction products. We shall strengthen the protection and utilization of intangible cultural heritage, accelerate the construction of demonstration base for productive protection of intangible cultural heritage, and encourage and sponsor representative successors to carry out teaching activities. We shall explore market operation mode to promote the integration of intangible cultural heritage resources and tourism and science and technology. We shall accelerate the construction of intangible cultural heritage industrial park (zone).

VI. Vigorously promote the leapfrog development of the cultural industry to increase the cultural competitiveness of Wuhan.
(20) Develop and strengthen all kinds of market players. We shall promote the integration of three networks (telecommunication network, broadcast network and internet) to support the development of the broadcasting, television and digital network industry. We shall construct the next-generation broadcasting network in a comprehensive way, and develop the digital broadcast control platform which integrates various contents. We shall develop the mobile TV, rail transit TV and web TV. We shall support the diversified development of various media such as the Changjiang Daily and Wuhan Evening News. We shall integrate the resources of state-owned publicity and cultural institutions , increase governmental investments, and establish the municipal cultural development and investment group. We shall encourage competitive cultural enterprises to engage into the merging and reorganization despite their regions, industries and ownership systems, and cultivate strategic investors in the cultural industry. We shall guide social capitals to invest in the cultural industry in various ways as per relevant policies. We shall encourage outstanding and leading private cultural enterprises to achieve rapid development, and support the development of small and medium cultural enterprises.

(21) Construct the modern cultural industry system. We shall vigorously develop emerging cultural industries, including the digital publishing, mobile multimedia and anime games, basing on the Wuhan Optics Valley Creative Industry Base, South-Lake Science & Technology Creative Industry Park in Hongshan District and Jiangtong Animation Industry Base. We shall develop originality-oriented derivative industries related to books, newspapers and periodicals, audio and video products, stage plays, clothing, toys and entertainment. We shall strengthen the social influence of key events and exhibitions such as the China Youth Creative Festival and Optics Valley International Anime Fair. We shall encourage enterprises and institutions of higher learning to establish R&D centers to research into technologies related to the cultural industry, and thus to enhance the ability of this industry to make independent innovations. We shall promote the integrated development of the cultural industry and other industries such as the tourism, sport, information, logistics and building industry. We shall increase the added value and cultural content of the modern manufacturing industry and modern service industry.

(22) Implement the construction of major cultural projects. We shall establish the database of key cultural projects in Wuhan, and prepare the development and investment guide for the cultural industry of Wuhan. We shall speed up the construction of key projects, including the Changjiang Media Tower, Wuhan's Central Book City, Artistic Performance Complex Building of Wuhan Broadcasting and Television Station, New Wuhan Science and Technology Museum and East Lake Happy Valley. We shall support the construction of characteristic cultural projects, including the Chu Culture Industry Park, Wuhan Engineering Design City, Central China National Digital Publishing Base, Optics Valley Creative Industry Base, Hongshan Creative Avenue, "Hanyangzao" Cultural and Creative Industry Park, Industry Park of Hubei Changjiang Publishing & Media Group and Cultural Industry Park of Wuhan Publishing House. We shall support established projects or projects under construction, including the Wuhan Central Culture District, Wuhan International Expo Center, Polar Ocean World, Orient Lucky City Racecourse and Jiqing Street, to give play to the driving effect of those projects.

(23) Improve the cultural market system. We shall strengthen the construction of markets related to cultural products, cultural services and cultural productive factors, and focus on the development of the market of cultural products, including the market of books and newspapers, electronic and audio-visual products, entertainment, movie and television plays and industrial arts. We shall speed up the construction of large cultural circulation enterprises and logistical bases of cultural products, and vigorously develop modern circulation organizations and patterns such as the chain operation, logistics distribution and e-commerce. We shall improve and standardize transactions of cultural assets and artworks, and develop the market of production elements such as the property right, copyright, technology and information. We shall further expand the mass cultural consumption, develop characteristic cultural consumption, and improve the grass-roots cultural consumption. We shall provide personalized and demassified cultural products and services to develop new growth points for the cultural consumption.

VII. Vigorously promote the reform of the cultural system to emancipate and develop the cultural productivity
(24) Deepen the reform of non-profit cultural institutions. We shall focus on highlighting public welfare characteristics, strengthening service functions and enhancing development vitality, and comprehensively promote art galleries, libraries, museums, art centers, cultural centers and other nonprofit cultural institutions to deepen the reform of internal personnel, distribution and social security system, clear service standards, and strengthen performance evaluation. We shall innovate the operating mechanism of public cultural service facilities, explore and establish corporate governance structure of public institutions, and attract representatives of the community, professionals and grassroots to participate in the management. We shall promote the Party newspapers and journals, and radio and TV stations to further improve the management and operation mechanism.

(25) Promote the transformation of operating cultural units into enterprises. We shall implement the transformation of nonpolitical newspapers and periodicals publishing units into enterprises, and develop 2 to 3 comprehensive or professional newspaper media group. We shall support the Changjiang Publishing & Media Group (Stock) Co., Ltd. to standardize operation and speed up IPO process. We shall deepen the reform of the publishing system of Party newspapers. We shall promote the transformation of news websites including the Changjiang Network and Wuhan Network. We shall promote the reform of separation between production and broadcasting of broadcast television. We shall promote the transformed troupes to meet the market demand, and establish modern enterprise system, so as to realize healthy and rapid development.

(26) Innovate the cultural management system. We shall accelerate the transformation of government functions, strengthen the policy adjustment, market supervision, social management and public service functions, promote the separation of government functions from enterprises, institutions and investment, and rationalize the relationship between government and cultural enterprises and public institutions. We shall deepen the reform of the cultural administrative system. We shall strengthen the supervision of state-owned cultural assets, and improve the management system of state-owned cultural assets, which combines management of people, work, assets and orientation. We shall further improve the comprehensive law enforcement mechanism in the cultural market, to improve the efficiency of market supervision and level of administration by law. We shall adhere to the system of "who takes charge who hosts", implement the principle of "who takes charge who takes responsibility" and territorial management, strictly implement market entry and exit policies of cultural capital, enterprise and product, and comprehensively use law, administration, economy, science and technology and other means to improve management efficiency. We shall further improve the cultural statistics system.

VIII. Vigorously promote the construction of cultural talent team and consolidate the foundation for cultural development
(27) Train high-level cultural talent team. We shall increase investment, and develop and implement famous expert funding scheme, leading talent development plan, young talent training plan, overseas talent introduction plan and local cultural talent training plan around the talent training project and famous cultural expert project in project of Four Kinds of Talents of the Propaganda Department of the Central Committee of the CPC. We shall attract and cultivate famous masters and high-level leaders at home and abroad. We shall incorporate the cultural talent introduction into the "Huanghe Talents Plan" in Wuhan, and the talents can enjoy the preferential policies in Special Talent Zone. We shall set up special funds for cultural talents.

(28) Improve the incentive mechanism of cultural talents. We shall establish a talent evaluation and assessment index system based on job responsibility, and guided by morality, ability and performance. We shall actively explore and implement the method of allocating production factors, such as knowledge, technology and management according to their contribution, and try out option and equity incentives in the mature state-owned cultural enterprises. We shall support and subsidize outstanding young and middle-aged cultural backbone to participate in leading major issues, undertake key projects and lead important performances. We shall establish a municipal honor system, and increase incentives for excellent works, outstanding talents, and plays (programs) and publications with high market share. We shall establish the chief expert system for cultural projects and the workshop of famous cultural experts.

IX. Vigorously promote the construction of the security system, and create favorable conditions for cultural reform and development
(29) Strengthen and improve the Party's leadership over cultural work. The Party committees and governments at all levels shall incorporate the development of a City of Books, City of Museums, City of Arts, City of Creativity and City of Universities and the construction of a strong cultural city into the important agenda and the master plan for economic and social development, and shall carry out research and deployment, organization and implementation, and supervision and inspection on them along with the economic and social development. We shall establish and improve the working system and working pattern with unified leadership of the Party committee, joint management of Party and government, organization and coordination of propaganda department, division of labor of relevant departments and active participation of social forces. We shall strengthen the construction of leadership group of propaganda cultural front, and promote the cadres with firm political position and high ideological and theoretical level, who are familiar with cultural work and good at controlling the complicated situation in the ideological field to the leading position. The Propaganda Department and Organization Department of the Party Committee shall work closely together to do a good job in the training, selection, appointment and management of leading cadres of the propaganda system. Various departments and units in the cultural field shall conscientiously implement the decision-making and deployment of the central, provincial and municipal committees, implement the objectives and tasks of cultural reform and development, and play the main role in cultural construction.

(30) Strengthen the construction of grassroots propaganda and cultural team. We shall select and provide commissaries in charge of propaganda work and persons in charge of propaganda work for street (township and town) Party committee, and full-time staff for multi-use cultural centers in towns and townships. The enterprises and institutions of higher learning shall improve their working organizations for propagandizing ideology and culture and enrich their teams. We shall attract excellent cultural talents to serve the grass roots, and encourage outstanding young cadres and university graduates to work in the grass-roots cultural sector. We shall establish public cultural service posts in urban and rural communities, and implement targeted recruitment on college graduates applying for civil servants in cultural sector who have completed their service. We shall encourage professional cultural workers and people from all walks of life to participate in the construction of grass-roots culture, and form a grass-roots cultural work team with both full-time and part-time staff.

(31) Strengthen the policy support of cultural reform and development. We shall make greater efforts to fully implement the cultural and economic policies of the central and provincial governments. We shall increase government investment and establish and improve government investment mechanisms that match the financial resources and meet the cultural needs of the people. The city and district finance departments shall ensure that the growth rate of public finance department's investment in cultural construction is higher than that of regular financial revenue, and increase the proportion of cultural expenditure to financial expenditure. We shall formulate administrative measures for the construction fee of cultural undertakings, set up special funds for propaganda and culture development, support funds for propaganda and cultural undertakings, and special funds for cultural industry development, and expand the scale of municipal social science funds and municipal literary and artistic creation awards. We shall strengthen the management of all types of funds, and establish and improve the measures for use to improve the efficiency of use. We shall continue to implement the supporting policies for the reform of the cultural system, and extend the implementation period of the supporting policies of the transformed state-owned cultural enterprises for another 5 years. We shall establish the investment fund for cultural and creative industries in Wuhan to attract more social capital to invest in the cultural industry, and to promote the diversification of investment subjects and channels in the cultural industry.
