Education of Intellectual Property Rights for Teenagers

  Wuhan always pay more attention to the education of intellectual property rights for primary and secondary schools, which will be used as one of the important carriers of quality-oriented education provided for primary and secondary schools and a significant measure of cultivating the spirit of innovation and creative ability of primary and secondary school students. An implementation system of intellectual property education for primary and secondary schools, i.e. "taking subject infiltration as the main line, highlighting practical activities and ensuring the entrance examination for secondary schools", has been established, producing very good work results. From January 9 to 10 of 2006, the websites of the State Intellectual Property Office, Hubei Intellectual Property Office and Wuhan Intellectual Property Bureau released the information that the patented inventions made by primary and secondary schools of Wuhan rank first in all primary and secondary schools of China, respectively. According to the statistics of Wuhan Intellectual Property Bureau, since China carried out the patent law in 1985, there have been thousands of patented inventions made by teenagers in Wuhan so far and more than 100 students have entered senior high schools and universities for their patents in accordance with the "Priority Admission" policy.
 
  The pattern of educational work of intellectual property rights for teenagers in Wuhan is shown below:
 
  1. The organizational leadership will be strengthened, the backbone will be built and the education of intellectual property rights for schools will be effectively implemented.
 
  In order to promote the carrying out of education of intellectual property rights in all primary and secondary schools of Wuhan, Wuhan Education Bureau has established a leading group of intellectual property right education for primary and secondary schools so as to specify the leader in charge and head of each division and set up a special work team and responsible offices. The education bureaus of all districts also strengthen the leadership of intellectual property right education and define the head of each division. As the party responsible for organizing and implementing the intellectual property right education, the science and technology stations in different districts undertake responsibility for organization, coordination, team training and job evaluation and incorporate intellectual property right education into its work, so that work can be made as per objectives, the annual plan prepared, responsibilities assumed and the efficiency publicized. Meanwhile, Wuhan allows full play to the function of model schools and backbone schools. The intellectual property right education network has been established, where the model schools are viewed as its core and the backbone schools as its lead, forming a batch of backbone schools, teachers and students as the carrier and providing strong support and guarantee for the implementation of intellectual property right education for schools.
 
  2. The role of classroom teaching as the main channel will be completely played, subject infiltration will be strengthened and the curriculum-based development of scientific and technological education will be advanced.
 
  The primary and secondary schools in Wuhan have deepened and promoted the quality-oriented quality based on the elementary education curriculum reform and have formulated the working system and working program and planning of intensifying the publicity and education of intellectual property right quality for students, strengthening the awareness of intellectual property rights of students, increasing the quantity of application of students for patents and cultivating the patent inventor of students, so as to ensure the sustainable development of quality-oriented education of intellectual property rights. In the classroom teaching, all primary and secondary schools pay attention to the exploitation of scientific and educational connotation of subjects, integrate the education of scientific thought, scientific method and scientific knowledge and the cultivation of scientific skills in teaching and strengthen the training of scientific and technological accomplishments for students. For example, some schools set up a teaching and research group of scientific and technological invention, offer the curriculum of scientific and technological invention and select Easy Invention as the teaching material of school-based curriculum development of scientific and technological education, with the aim to provide students with popular science education and method guidance in a systematic manner.
 
  3. The guidance for activities will be strengthened to ensure that the intellectual property right education can be smoothly carried out in Wuhan.
                       
  Wuhan Education Bureau, education bureaus and science and technology stations in different districts, and primary and secondary schools will contact Wuhan Intellectual Property Right Bureau, so as to promote the exchange of experience, provide professional guidance, mobilize the enthusiasm of students to participate in activities, increase students' awareness of scientific and technological innovation and make efforts to improve students' ability of scientific and technological innovation by organizing expert seminars, intellectual property right training sessions, technology lectures, invention knowledge lectures, symposiums and exhibition activities. In Wuhan, over 100 primary and secondary schools have organized and carried out a variety of activities, e.g. patent knowledge lectures, publicity & consulting and exhibition tours, in the past five years, and 200,000 students are involved. The authorities, including Wuhan Education Bureau and Wuhan Intellectual Property Right Bureau, etc., have jointly organized and implemented the activities of "Striving to be Patent Inventors" and "Striving for Building the Model School of Intellectual Property Right Education" in all primary and secondary schools in Wuhan, incorporated the quality-oriented education of patent into the content of the "Practical Action of Innovative Quality-oriented Education" of Wuhan and selected the first 5 "Model Schools of Quality-oriented Education of Intellectual Property Rights" and the first "Top 10 Patent Inventors in Primary and Secondary Schools" of Wuhan.
