  Make Wuhan the city of book reading. Build and improve book service network system which centers on public book service network and is complemented by 24/7 self-service library, mobile library and social library. Build a book market in which Xinhua Bookstore serves as its main body and is supplemented by private and online bookstores. By 2016, the three towns of Wuhan will each have one central book district established, and in each municipal district at least one Xinhua Bookstore exceeding 2000 m2 will be built. Build convenient digital reading service network through promoting digital reading methods such as online reading and mobile reading. Extensively carry out mass reading events including book reading and recommendation, BookCrossing, reading salon, and “Literary River City—Municipal Book Reading Month”. Carry out evaluation on and commendation events regarding literary unit, literary community, literary campus and literary family. It is hoped that by 2016, indicators such as citizen reading rate, book buying spending per person, and library book collection volume per person will rank top nationally. By then, the city will enjoy a civilized climate where locals love to read, frequently read, read good books, and are good at book reading. Book reading will become a lifestyle, a habit and a pursuit.
 
  Make Wuhan the city of museums. Firmly combine government leadership and social participation, financial input and market operation, as well as real and digital construction, thus comprehensively building Wuhan into the city of museums. Support and guide various types of investors to build museums which vary in forms and are of distinctive features. It is hoped that by 2016, the total number of museums in the Wuhan area will reach one hundred. Vigorously promote venue construction of Wuhan Party History Archive, Wuhan Modern Industrial Museum, Wuhan Customs House Museum, Wuhan Museum Phase II Project and Hanchu Opera Museum. Build digital museums. Expand service space, promote industrial development, and carry out cultural popularization, so as to showcase the unique charms of the famous historical and cultural city of Wuhan.
 
  Make Wuhan the city of arts. Create a batch of leading domestic and international art brands, in particular paying attention to Wuhan International Acrobatics Festival, Qintai Music Festival, and “Wuhan Series” cultural and artistic creations. Build Wuhan Art Center, Wuhan Literary Museum, and Wuhan Folk Art Theater, consolidate cultural resources such as Qintai Grand Theater and Qintai Concert Hall, as well as the nearly completed Han Show Theater and Movie Theme Park, so as to form a batch of high-end cultural fronts boasting reasonable layout, well-equipped facilities, and multiple functions. Tap into urban cultural connotation, plan to build a batch of street art demonstration areas, and create urban artistic climate. Create mass cultural brands by successfully hosting events such as Mass Cultural Festival, Wuhan Summer, College Theatrical Festival Tour, and “Golden Fall Song Singing” Rural Theatrical Festival Tour. Evaluate and select the “Yellow Crane Mass Star Award” and Grassroots Public Cultural Facility Excellent Service Award, so as to unleash the cultural creativity of the general public. Give publicity to and enhance promotion of cultural and artistic products, set up fixed columns in city media outlets advertising relevant information, form performance alliance, establish a unified ticket service platform, as well as produce and release “One Card” and “Cultural Map” for cultural and artistic consumption, thus actively fostering and expanding Wuhan’s art market.
 
  Make Wuhan the city of creativity. Build a leading media and publishing city in the central China area against the backing of state-owned media and publication groups in the Wuhan area. Actively promote the building of engineering design industrial cluster area. It is hoped that by 2016, industrial revenue would exceed 100 billion Yuan, and Wuhan would become China’s engineering design capital. Support the expansion and development of animation and gaming enterprises such as Jiang Toon Animation and Dolphin Media. It is hoped that by 2016, the production and industrial scales of quality original products would rank on top of the national list. Build China’s digital creativity capital by developing software and integrated circuit design industries against the backing of industrial clusters such as the Optics Valley Software Park. Advance and build itself into a nationally renowned city of fashion design through supporting clothing, home, and jewelry design brands. 
 
  Make Wuhan the city of universities. Improve the cooperation system among government, industry, university and research institute, so that universities and colleges will develop in coordination with the city. Support and encourage Wuhan University and Huazhong University of Science and Technology to become world-class universities. Support and encourage universities and colleges to form alliance with industrial organizations and research institutes, as well as to build technical research and development platform, thus turning their scientific and educational advantages into development advantages. Support and encourage universities and colleges to step up campus building so as to realize the objective of making “every campus a scenic spot”. Actively open up public resources such as university library, stadium, laboratory, and information platform to the general public. Actively introduce spiritual and cultural products regarding literature and arts onto campus so as to culturally enrich the lives of faculties and students. Actively encourage art groups and volunteering organizations from universities and colleges to play a bigger role in urban cultural development. Actively promote the creation of college entrepreneurship service platform so that more young people can find jobs or start their business in Wuhan

  Build public cultural service system. Vigorously implement the construction of public cultural front, solidly advance the construction of library, cultural center, cultural station, cultural room, rural cinema, and Xinhua Bookstore, and build a four-layered public cultural service infrastructure network with full coverage of city, district, street (township, town, farm), and community (village). Build public cultural people-benefit projects such as of cable TV “Covering All Villages”, cultural information resources sharing, rural movie projection, and rural book house. Major public cultural product and service projects and public welfare cultural events will be included in the current expenditure in the fiscal budget. The building of community cultural centers will be included in urban planning and design, and cultural projects related to the immediate interests of grassroots and rural people will be given priorities. Consolidate social resources, realize the joint building, sharing and interconnection between public cultural facilities, and encourage various types of social organizations and enterprise to participate in and provide public cultural services. Innovate public cultural service management, operation and security mechanisms, and further improve the service quality and level of free-admission library, cultural center, art gallery, museum, and memorial hall.  
 
  Enrich spiritually and culturally the lives of the general public. Cultural products and services are offered to the general public in particular the grass-roots through means of government procurement and subsidy, participation and support from all social circles, and “people-benefit performance”. Encourage various performances to offer “low-price ticket” so as to satisfy the cultural demands of the low income group and people with special needs. Encourage and support the healthy development of societal cultural groups and self-organized cultural events in terms of policy making and funding. Actively carry out public welfare cultural events specially designed for migrant workers, and include migrant workers into the urban public cultural service system. Vigorously promote the building of mass cultural “community brand”, “village brand”, “street brand”, and “enterprise brand”.
 
  Enhance cultural heritage protection and utilization. Realistically increase the protection of cultural relics and historical sites, ruin sites, revolutionary sites, outstanding historical architectures, historical street block, feature street block, and traditionally styled sections. Further build and improve cultural relic management mechanism, improve cultural relic protection network, and implement the voluntary protector system in cultural relic protection units. Increase cultural relic acquisition so as to enrich museum and memorial hall collections. Step up exhibition research so as to create quality cultural relic exhibitions. Vigorously develop cultural relic supervision and auction markets. Increase the protection and utilization of intangible cultural heritage, speed up the building of productive protection demonstration base for intangible cultural heritage, and encourage and support typical inheritors to pass on their special skills. Explore market operating methods, and promote integration between intangible cultural heritage resources and tourism and science and technology. Speed up the construction of intangible cultural heritage industrial park (zone).
